I have asked internally for clarification around Vista to Vista. While the Windows Anytime Upgrade does not offer Home to Business upgrades, Retail media may well offer this... as soon as I know, I will share the information.

What is not clear at all though is if you can use a Vista Home Premium or Basic as the qualifying base to buy Vista Business. Via anytimeupgrade you can't.

That chart you site only shows XP and prior versions. It's silent as to Vista being a qualifying version for Vista.
