SCE in EBS will support up to 31 operating system environments, not to be confused with physical servers especially when virtualizing. 31 includes SCE's operating system environment.

You are looking for premium with this regard to include the SQL server.

Limitation on EBS is 31 servers and 300 clients.

We need to be able to run an Exchange & SQL server at each of our three site but with the current SBS 2003 we have to treat each site seperately. Will there still be a limitation of only one EBS Server (or rather the set of servers which make up EBS) within a domain?

I agree, SBS does not ship with SCE, but Windows Essential Business Server (WEBS) does - this is the entry for WEBS.
