Can I upgrade to Access 2007 if I use Office 2003?

I currently have Acces 97 and Office 2003 in my computer and I am trying to
upgrade to Access 2007. Whenn doing this I get a message that says the
following:

"The upgrade patch cannot be installed by the Windows Installer service
because the program to be upgraded may be missing, or the upgrade patch may
update a different version of the program. Verify that the program to be
updated exists on your computer and that you have the correct upgrade patch.".

What can I do to solve this issue?
